Update on Pay Implementation

Addressing the issues with pay implementation is our top priority.

The AJC has been holding regular bi-weekly meetings with Treasury Board to review progress on the implementation of the new Collective Agreement. We are also meeting regularly with senior department staff responsible for compensation.

We have been relentless in our quest for information, including filing access to information requests, but have so far been unable to obtain any information from the employer regarding how many of our members have had their salaries increased and have received their retro pay, apart from a report that all of our members have purportedly received the lump sum payment of $2,500.

As a reminder, Appendix E of the Collective Agreement gives the Employer 180 days to process retroactive payments from May 3, 2024, provided no manual intervention is required. This means the Employer’s deadline is November 3rd, 2024.

If manual intervention is required, then the Employer has 460 days for implementation (which would be August 6th, 2025). The Employer’s position is that most retroactive payment calculations will require manual intervention. We have requested a detailed explanation of factors that would make a case require manual intervention but have not yet been provided with that information.

We have also:

  • Filed a Policy Grievance regarding the timelines to grieve issues related to collective agreement implementation; and,
  • Assisted our members in filing over 100 individual grievances in the last month.
